How Would a Cuomo Victory Impact Education (and the governing of the City)?

A three way race with the most recent poll showing Mamdani leading Cuomo by 13 points, see the polls here.  One of the highly regarded pollsters writes,

Caroline Soler     Polling researcher

There have not been any new polls since Eric Adams announced he was ending his re-election campaign in September, but the move is unlikely to significantly affect the race. The Times/Siena poll from early September showed that his supporters preferred Andrew Cuomo when forced to choose between Cuomo and Zohran Mamdani. But Adams was consistently polling below 10 percent before he ended his bid, and even if all of his supporters backed Cuomo it would do little to close the gap with Mamdani, who has consistently held a large lead in the race. Updated Oct. 1

A very large HOWEVER, Hillary was in the lead on almost all the polls until FBI Director Comey announced an investigation, we all know what happened, Comey probably thought a Trump victory would assure his continuing as FBI Director.   Remember the first three digits of assure.

The “unknowns” can still tilt races,

Will the freeing of the hostages impact the mayoral election?

A Trump endorsement?

A ton of Independent Expenditure dollars?

A major Mamdani misstep?

Will Mamdani’s announcement to eliminate pre K gifted classes impact the election?

In my opinion a Cuomo victory would, in many ways, be an Adams second term. Cuomo would attempt to cobble together his gubernatorial staff, and probably reappoint many Adams holdovers as well as Democratic loyalist/technocrats and will Jessica Tisch as Police Commissioner accept a Cuomo job offered before election day?

Cuomo would face an Albany battle over mayoral control, an Albany that really, really dislikes the former overbearing former governor.

The election the first week in January, the 51 newly elected City Council will select a Speaker, the new council will be further to the left than its predecessor, who was far to the left of Adams and can easily override mayoral vetoes of council legislation.

In the short run he’ll probably keep the current chancellor awaiting the resolution of mayoral control in Albany.

If he wants to patch his relationship with the UFT he could support “Fixing Tier 6.”

Would he have a “relationship” with Trump?   Would Trump drive $$ to the city?  to education in the city?  restoring funding for the extension of the 2nd Avenue subway and the new Hudson tunnels? a new Madison Square Garden? keep ICE out of the city?

What would Trump squeeze out of Cuomo? Welcoming ICE in exchange for nice words and a hands off from Trump?

Minutes ago Politico posted a detailed examination of Cuomo’s budget cutting to CUNY, time and time again, urging CUNY to raise tuition.

Will Adams formally endorse Cuomo?  In exchange for what?

While Cuomo governed the state with an iron fist, the legislature was subservient and the council would be far more adversarial.

Three weeks, in the primary as the election date approached the pollsters were predicting a Mamdani victory in the last round of the rank choice vote transfers, Mamdani won on election day, Cuomo conceded at 11 pm.

On November 4th, no rank choice voting, the most votes wins.
